The NFL draft order is first determined by the Super Bowl contestants who pick 32 and 31. The playoff teams are then slotted by record from 21-30 (which is a change from past years). The other 20 teams are slotted by record. The first tie breaker in the draft is strength of schedule followed by conference win-loss.
If the NFL draft were held today, the top half of the NFL draft would be as follows:
1. Browns (1-10, 55% opponent winning percentage)
2. Buccaneers (1-10, 56% opponent winning percentage)
3. Rams (1-10, 60% opponent winning percentage)
4. Lions (2-9, 47% opponent winning percentage)
5. Redskins (3-8, 41% opponent winning percentage)
6. Chiefs (3-8, 54% opponent winning percentage)
7. Raiders (3-8, 58% opponent winning percentage)
8. Bills (4-7, 45% opponent winning percentage)
9. Broncos from Bears (4-7, 52% opponent winning percentage, 2-6 in NFC) [Jay Cutler]
10. 49ers from Panthers (4-7, 52% opponent winning percentage, 4-4 in NFC) [Everette Brown]
11. Seahawks (4-7, 55% opponent winning percentage)
12. Jets (5-6, 51% opponent winning percentage)
13*. 49ers (5-6, 55% opponent winning percentage)
13*. Texans (5-6, 55% opponent winning percentage)
15. Titans (5-6, 57% opponent winning percentage)
16. Dolphins (5-6, 58% opponent winning percentage)
[Note: Broncos first round pick belongs to Seahawks.]
* - Order would be determined by a coin flip since they are not in the same conference according to the NFL Tie-Breaking Procedures
