That is not a contract you offer someone who you think can be your starter, long term at least.
Don’t sweat the petty things. Don’t pet the sweaty things.
I think it's a contract that you offer to a player when your in need of a stop gap.
This looks like OBD covering their behinds just in case they can’t get a suitible replacement for him in the draft. Watch for an early round Linebacker to be drafted, dare I say Clay Mathews?

You dare....You dare.....
Yeah, that was my take on it too.

same old
same old hold onto the mediocre player. He is a nice kid probably….I hope Ko Simpson is gone though

I think Ellison is more than mediocre.
He’s not a starter but he provides a lot of things to this team. He is the definition of valuable role player.

Guys, don’t overthink this move. The contract offer is simply what a team gives to a restricted free agent that they want on the team the next season. Since Ellison isn’t getting a better contract somewhere else, he has no choice but to sign this tender. It’s a simple, simple thing. This move has nothing to do with being a starter or backup, it has nothing to do with Clay Matthews or any other draft prospect. Buffalo simply wants to bring him back into training camp.
