Seven Reasons for a Rookie Wage Scale
It's a good list from Pro Football Talk why a Rookie Pay Scale should be implemented in some form.

Since I have bashed Florio before...
I will be the first one to write that this is a great article. Florio does an excellent job of laying out his arguments and makes some very logical arguments. I will be interested to read his list tomorrow of arguments against the rookie wage cap.
I'll donate $1 to help Mary Wilson pay the estate tax...who's with me?!?

Keep in mind that a change would apply only to the top of the draft; beyond the first eight picks, the league has no real issue with the system.
Florio is right on with that comment. They only problem is literally the first handful of picks. Even if the NFL could just chop off what the first 3-4 picks make and put a system in place where the first pick makes what the 5th pick has been getting and have things go down from there, then everything will work fine.
As to the star players that emerge from this much larger and deeper end of the draft pool (e.g., Maurice Jones-Drew, Marion Barber, Brandon Jacobs, Darren Sproles),
Apparantly running backs are the only mid-late round finds. Way to only go with the names off the top of your head Florio.
Reason number 2:
The Current System Unfairly Penalizes The Worst Teams From The Prior Season.
Is the real problem. The entire purpose of the draft is to ensure that parity exists when determining which NFL teams get which college players. When teams get stuck paying the first couple picks in the draft 10+ mil per season, it’s the opposite of parity.
