Possible scenario on draft day
Now with Marvin Lewis acknowledging the fact that Palmer's days are over in Cincy, I think this opens up an interesting opportunity for us on draft day. Cincy needs another QB way more than us right now and moving up one spot to #3 would basically ensure they get the top pick, even more important if Carolina decides to take a QB with the #1 overall choice.
If they are willing to leave him rot and force him to retire, might as well get something for him. I could see them trading his rights for the #3 spot. We can then turn around and trade Palmer back to either Arizona or San Fran for their 2nd.
We end up moving down 1 spot, which should affect us much because one of the top guys (Peterson/Dareus/Miller) will still be there for us at #4. The good news is that we now have a second round 2 selection with which to take a flyer on Kaepernick.
The only question is if teams are allowed to trade players under contract during the draft but I can't imagine why not? I understand that Free Agents are in limbo but that should not affect players who are under contract.
Just another great fan opinion shared on the pages of BuffaloRumblings.com.

Yuck!
I love draft trade scenarios but I don’t want anything to do with Palmer…and Palmer may well want nothing to do with Buffalo, one of the few franchises which represent a step down from Cincy.
In my Lose Your Own Adventure mock I have a scenario in which the Bengals trade up to #3 in order to keep the Bills from taking Gabbert….who I have the Bills not wanting.
It can always get worse. Let me tell you how.
I wasn’t suggesting it either? For us to take Palmer as the value to trade down to #4, I think we can get a 2nd rd pick from either of 2-3 teams, especially Arizona. Wiz is close to the hot seat and he certainly cannot afford a draft project. He needs to find the best available veteran and maybe take a development guy but he NEEDS to turn things around and Anderson is certainly not the right guy. Palmer would be perfect.

I suspect that Buffalo would be left holding onto Palmer. Better to get Cincy’s #4 and second round pick and then let Cincy trade Palmer to San Fran or Arizona for whatever they can.

agreed.....and CHIX like to play it safe
Anyone but Cam Newton at #3

interesting scenario, but I would prefer to see Cincy make the trade first and then flip picks. Therefore we don’t get stuck with Palmer if we cannot move him.

I see what you mean and I don’t completely disagree but this would mean that we would almost have to tell them that we would be willing partners in such a deal, which would completely destroy all our leverage. And what I mean is that the only way they give us anything is by fear that we might take a QB before them. Once we spill the beans that we’d be a willing partner, then our leverage completely disappears.
This is why I had us trading our #3 for their #4 only once we are officially on the clock. I am certain that we can get a #2 from either San Fran or Arizona or possibly even Minnesota. I think the only way that this can be done is by trading our pick for theirs with Palmer as part of the trade, then turn around and deal him for a 2nd.
If Carolina takes Newton or Gabbert it helps even more. Worse case it would mean that we either trade Palmer for a 3rd or keep him. And I’d be fine either way. The key here is the fact that I don’t want a QB with #3 and assuming Nix feels the same way, we can probably leverage Palmer in order to then pick up more picks.
FTR, Arizona would be completely Nutts not to trade their 2nd for Palmer. Palmer still has many good years left in him and his lack of production in Cincy had way more to do with the team than him. With a fresh start, he will once again be in the top 15

That's how it would go
If one of those teams want Palmer, they’ll deal directly with Cincy.
At this point, Palmer can’t be traded anyhow….

oh, and....
Players can’t be traded while the league is effectively closed for business due to the lockout. That could be lifted before the draft…

The lockout could be lifted? or teams will be allowed to trade players “under contract” during the lockout?
Rebuilding a team properly takes time and patience
Sure
The lockout will end before the draft if:
1. The owners decide to lift it for whatever reason.
2. The judge orders the league to lift the lockout at the April 6th hearing.
3. The players and owners sit down like adults and come to a resolution of their differences before April 6th. The lockout and lawsuit both go away and life continues as normal in the NFL.

Keysh67, Where did you get this information from? Do you have a link?
Why?
He would be Drew Bledsoe II.

I disagree. He’s had a few down years but he’s still far from the bottom 1/3 of league QBs.
I think the market for him will be hot.
