What is the penalty for not reaching cap floor?

Ever since the CBA was passed we all have been discussing how the bills will spend roughly $35 million still left in cap... we resigned florence and we signed smith... we will sign all our drafted rookies and some UDFAs...

Seeing that we are not yet successful in FA because of FO's cautious yet judicious approach, there is a good chance we will still be sitting with a good amount of money...

As I understand, the rule says all teams need to be under the cap before the league year starts but we have until the end of the year to reach the salary floor...

Somebody pointed out that this gives Bills extra time to wait and see how Fitz and others play and extend their contracts later to reach the cap floor...

All good in theory, but here is the problem... What if Fitz proves once and for all he sucks... what if after the dropped catch, Stevie is never as good as the 6-8 games he was last year... what if mckelvin ends up being a bust...

Now on one hand we have cap rules pushing us to sign players and on other hand we have a bunch of bust players... if we sign them we are doomed for the next 4-5 years... just bad business...

So to me it looks like a bad idea for bills to not be more aggressive in the FA now just so they have money later on... I think Bills should over-pay if needed for good players in FA now and leave the cutting and re-signing decisions for after the year ends when you can balance your roster before the next league year starts...

Now to my first question.

What if we are well under cap floor and our players suck and we dont extend their offer. What is the penalty for the team to not reach cap floor? Anyone knows?
