Lack of offseason killing Bills

The lack of OTAs and mini-camps is absolutely killing Buffalo. Far too many positions are in a state of flux:

LT: Bell has struggled. He's been beaten cleanly several times in the past couple of games. Wang hasn't taken advantage of the opening Bell's play has provided. It's gotten to the point that Gailey is trying out starting LG Levitre at LT. Which leads us to...

LG: It began last week when Rinehart began taking first team reps at LG. It continued today when Rinehart stepped in at LG while Levitre moved over to LT.

RB: Fred Jackson, who has been a rock solid contributor, is now a co-1 with CJ Spiller, a guy who has contributed little and only sporadically. Gailey did allow that Jackson was a little ahead. A little? Seriously?

QB: This one isn't in flux only because Thigpen has been just awful. Fitzpatrick has tried to give away the starting gig two consecutive weeks but no one seems to want it. Brown might as well pack his bags since he didn't get any snaps in Denver...I dont' even know that he'll even get any pity snaps in the last preseason game.

OLB: This one might not really be in flux as Gailey said Kelsay had some kind of procedure done. Still, the experiment with Carrington may add this position to those in flux. Kelsay isn't starting material and Carrington reportedly stepped up when given the chance.

CB: McKelvin continues to get toasted on a distressingly regular basis. Williams hasn't been great (though his INT was spectacular) but it may come down to McKelvin giving the job away.

All of these positions should be settled by this time in the preseason. The Bills should be getting ready for the 3rd preseason game - the one in which the starters play into the 3rd quarter - with the starting lineup more or less set. Instead, half a dozen positions are currently in flux. I choose to believe that with mini-camps and OTAs several of these question marks would have been settled. As it stands, I worry that Gailey will continue to shuffle his all too worn deck through the first quarter of the season.
