Chip Kelly at Bills Practice?

This is more curiosity than anything from me.. Did anyone hear about this? Is it typical for college coaches to observe NFL practices and sit in on meeting rooms? If not, then what exactly would he have been doing here? I saw nothing about Chip Kelly's presence at the Bills' first OTA, but I'm assuming that Donald Jones and Jarius Byrd didn't make this up for kicks.
