Why Bills Didnt Tag The "Byrd"man

My Theory:

My first post. I've listened and read for a few days, but nobody has brought this up. A typical move from a team standpoint on handling a disgruntled player. Doug Whaley has a gentlemans handshake at the combine and tell's Eugene Parker that they will let Byrd test the market under one condition. That whatever offer he gets in the open market, he will call the Bills and offer them to match it. That way Byrd gets the most money he's worth, and the Bills get a player that's not disgruntled or "hurt". The window is still open . What do you think ?
