Go down (twss), not up.

IMHO moving up in the draft is for contenders missing a piece or two, which I don't think the Bills qualify for. The reverse maybe more appropriate for two reasons. They are thin at many positions with a number of below average starters. This is a very deep draft, and the Bills have needs at many undervalued positions (tiers). So here is a scenario; move up and trade 1st and 2nd round this year and a 2nd and 4th next year. Four for one versus move back one for three (plus the two saved for next year.)

For example #9 to S.F. for #26, #61, #77. Bills are minus 233 points, so try and get a third next year (or not). Using www.walterfootball.com mock, and then Mike Mayock's top five by position at NFL.com. I come up with this:

#26 Joel Bitonio OL (#5 T)

#41 Scott Crichton DE (#4 DE)

#61 Deone Buchanon S (#4 S)

#71 Austin Seferian-Jenkins (#2 TE)

#77 Brandon Thomas (#3 G)

#109 Shane Skov (#3 ILB)

#149 Phillip Gaines CB not rated

Would you trade Ebron etc. for Bitonio, Bucannon, and Thomas? Crichton, ASJ, and Gaines have visited. Whoever won't be there; take it up with Walter, but there's other very good players available. The exercise would be better after Mayock releases his top 100. Try it yourself with any mock and see what you come up with...
