The case against developmental QBs May, 6, 2014 May 6 10:30 AM ET By Mike Rodak | ESPN.com Teams that pass on a quarterback early in the draft will often pick one up in late rounds and have him be their "developmental" backup.

Chicago Bears general manager Phil Emery says don't bother.

Emery said last week that he studied each draft since 2006 and found that no quarterbacks selected after the third round had become long-term starters.

"That developmental theory doesn't hold a whole lot of water," Emery said. "Most of the starters in this league come from the first and second round. So that's where you need to take a quarterback."

The Buffalo Bills, of course, drafted EJ Manuel in the first round last year. If they decided to add another young quarterback this week in the draft, the prevailing thought is that they would find one in the mid-to-late rounds.
