Buffalo Bills news, 2/16: can Buffalo and New York build a new stadium?

It's well and good to talk about a new stadium, but can Buffalo and the state of New York really support one?

This piece really examines the stadium issue from all sides; where to put it, PSL fees, how to pay for it, how it will be supported short and long-term, as well as renovating the current stadium. Personally, I would like them to keep it in Orchard Park. If you leave it in Orchard Park, the state won't be required to upgrade any infrastructure as it is already in place around Ralph Wilson Stadium. Moving it to a downtown or Niagara Falls location would require building roads, rail service, changing sidewalks and a lot more in the way of money being spent that doesn't directly go to the multi-hundred-million-dollar stadium. I understand the sentiment of moving it to the city, the Outer Harbor, or the Falls but with a limited budget, I'm not sure moving it to one of those locations would increase the revenue-production of the facility. If, however, you can prove the viability of a multi-use facility on the other 350 days a year, you might be able to make me change my mind.
