The Buffalo Bills (and every NFL team) must trim their rosters to 75 players prior to 4 p.m. ET on Tuesday, September 1. After a day off for the players following their impressive showing against the Pittsburgh Steelers, the Bills announced the follow cuts officially just before 10:30 this morning.
RB Fred Jackson

LB Ty Powell
Powell is the opposite of a cut. The injured linebacker can officially come off the Bills roster figure at 4 p.m. ET on Tuesday. In order to place him on Injured Reserve prior to that time, they would have had to expose him to waivers. They didn't want to risk losing him, so they protected him by waiting.
